Relativity Space has secured a major vote of confidence from NASA and mapped out a sizable expansion on Florida's Space Coast, signaling that the 3D-printed rocket maker is shifting from ambitious startup to operational launch provider. In a week of announcements, NASA added Relativity's Terran R vehicle to its NASA Launch Services (NLS) II contract, while state and local reports detailed a $565 million expansion that could eventually spawn thousands of jobs near Cape Canaveral.

NASA Adds Terran R to Its Launch Menu

NASA announced that Relativity Space, through an on-ramp provision in the NLS II contract, will now be eligible to compete for future agency missions. The contract gives NASA a streamlined way to buy launch services from multiple providers and is managed by the agency's Launch Services Program at Kennedy Space Center. Being added to NLS II is significant because it puts Terran R on the list of vehicles NASA can use for scientific and human exploration payloads.

The NASA Launch Services (NLS) II contracts are multiple-award, indefinite-delivery/indefinite-quantity contracts with an ordering period through June 2030 and an overall period of performance through December 2032. The contracts include an on-ramp provision that provides an opportunity annually for new launch service providers to compete for future missions and allows existing contractors to introduce launch vehicles not currently on their NLS II contracts.

In effect, Terran R now can carry missions under NASA's Human Spaceflight, Science, and Research and Technology mission directorates. The contract vehicle can also launch satellites for other federal agencies, including the National Oceanic and Atmospheric Administration, which works with NASA on Earth-observation missions.

Terran R: A Second Act Built on 3D Printing

Terran R represents a strategic pivot for Relativity Space. The company was founded in Long Beach, California, in 2015 with a goal to build the first fully 3D-printed rocket. Its first vehicle, Terran 1, made a demonstration flight in early 2023 but failed to reach orbit. Relativity then retired Terran 1 to focus squarely on Terran R, a much larger, fully reusable rocket designed to carry up to roughly 20,000 kilograms to low Earth orbit—a payload class comparable to SpaceX's Falcon 9.

The rocket is manufactured using Relativity's giant Stargate printers, which can produce large structures in days instead of months, and powered by the company's Aeon R engines, designed for multiple flights. The Indianapolis Star reported exclusive details of the company's early growth phase: a $565 million expansion that would create 590 jobs at its Cape Canaveral-area facilities. Local economic development officials view that initial investment as the tip of the spear. Gov. Ron DeSantis said the project would ultimately bring thousands of Relativity Space jobs to Florida, and USA Today reported the expansion could help remake North Brevard's economy.

What This Means for North Brevard

North Brevard has long relied on the space program for economic identity, dating to the Apollo era. After the Space Shuttle Program ended in 2011, thousands of aerospace jobs exited the region. The rise of commercial space helped fill the gap, and Relativity's expansion stands to add another layer. In addition to construction positions, the expansion is likely to attract suppliers and support services. Increased payroll spending will generate tax revenue for roads, schools, and public safety in an area that has sometimes depended on volatile federal funding cycles.

Challenges and Outlook

Relativity still faces steep technical hurdles. The Aeon R engine, which burns liquid oxygen and methane, must demonstrate reliable performance across multiple test firings and flights. Reusable upper-stage recovery adds further complexity, a challenge no American rocket currently performs routinely.

NASA's procurement action does not guarantee Terran R will fly missions; it simply makes the vehicle available to program managers who need reliable launch services.
